Introduction
Can compute checks make AI restraint credible? Possibly—but only if they work well enough to convince governments and companies that rivals are not secretly racing ahead.
Within AI doom and existential-risk debates, one of the biggest concerns is that even leaders who take catastrophic AI risks seriously may feel unable to slow down if they suspect competitors will continue developing more powerful systems. Compute monitoring is an attempt to solve that problem. The basic idea is that frontier AI development depends on enormous amounts of specialised computing power, particularly advanced AI chips and large training clusters. If those resources can be tracked, then agreements to limit or delay the most dangerous AI development become more verifiable and therefore more politically plausible. The key question is not whether compute monitoring would be perfect. The question is whether it would make cheating difficult enough, detectable enough, and risky enough that major actors would accept slower development rather than assume everyone else is secretly accelerating.
Why compute is central to frontier AI governance
Many proposed AI safety measures focus on models, datasets, evaluations, or deployment decisions. Compute governance focuses on something more fundamental: the hardware needed to create frontier systems in the first place.
Training the largest AI models requires vast quantities of specialised computing resources. While data and algorithms matter, frontier systems have historically required access to large numbers of advanced accelerators, expensive datacentre infrastructure, electricity, networking equipment, and technical expertise. For AI doom advocates, this matters because many loss-of-control scenarios involve systems developed near the technological frontier. This is why compute monitoring is often presented as a more practical governance target than monitoring algorithms or research ideas. You can hide a new machine-learning technique in a notebook. It is much harder to hide thousands of advanced AI chips operating at scale.

Why some researchers see compute checks as unusually promising
Among AI-governance proposals, compute monitoring attracts attention because it addresses a specific coordination problem.
Suppose two rival states both believe there is a meaningful risk of catastrophic loss of control from advanced AI. They may still race if neither can verify the other’s behaviour. Each side fears being the only one to slow down.
Verification changes that calculation. If a state can observe whether competitors are operating frontier-scale training clusters, then restraint agreements become more credible. The value of monitoring is therefore not merely technical. It is strategic. Where verification could fail
The strongest objections to compute monitoring do not claim it is useless. They argue that the monitoring problem may become much harder over time.

What success would actually look like
A common misunderstanding is that compute monitoring must achieve perfect visibility to be worthwhile.

A successful system might not prevent every secret training run.
