Introduction
Did the Bletchley Declaration prove that geopolitical rivals can cooperate on AI safety? It provided some of the strongest evidence so far that they can, at least to a limited extent. Why cooperation can coexist with racing
The strongest objection to treating Bletchley as decisive evidence against AI-race fears is that declarations and practical restraint are different things.
Countries can agree that a technology is dangerous while simultaneously competing to gain advantages from it. Nuclear weapons provide one historical example: rival states eventually developed treaties and communication channels, but intense competition continued throughout much of the nuclear age. From an AI doom perspective, this matters because existential-risk concerns are often driven by timing. If advanced systems become extremely powerful before effective safeguards exist, then recognising the danger may not be enough.
